It has been recommended that a section on terrorism and terrorists be included at this site.  On the first page of this site there is a definition of Deviant as being behaviors or attitudes that differ from socially acceptable norms.  To this definition a modifier was added that these behaviors or attitudes must victimize or exploit others.  In essence, terrorists fit this definition.  Terrorism as defined by the Federal Bureau of Investigation1 is quoted below and refers to domestic terrorism.

Domestic terrorism refers to activities that involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any state; appear to be intended to intimidate or coerce a civilian population; to influence the policy of a government by mass destruction, assassination, or kidnapping; and occur primarily within the territorial jurisdiction of the United States.
